Agency Description

The Office of the Chief Administrative Officer (CAO) works to modernize city government and improve the efficiency and effectiveness of City services. We focus on innovating and strengthening the city’s administrative functions and enabling resident-facing departments to evaluate, plan, and continually improve their service delivery.

The Curriculum Designer / Facilitator will work in the  Office of Talent & Employee Success , a division in CAO that focuses on employee and organizational development, engagement, and implementation of strategic human resource initiatives —working closely with the operating departments across the City of Philadelphia and the Office of Human Resources to implement these improvement initiatives. The Curriculum Designer / Facilitator plays a pivotal role in developing high-quality, engaging professional development programs for the City of Philadelphia workforce. This role will be responsible for creating new training programs, modifying and enhancing existing ones, and developing interactive content and job aids that align with adult learning principles. The ideal candidate will have expertise in tools like Articulate, MS PowerPoint or similar tools and will leverage modern technologies, including AI tools, to optimize the training, research, and design process according to industry trending norms. They will also design and deliver training for team retreats, ensuring content is dynamic and tailored to the specific needs of the audience. The ability to both design and deliver training is highly preferred.

Essential Functions

  • Design and develop new professional development training programs from scratch, adhering to adult learning principles.
  • Modify and enhance existing training materials to make them more effective and engaging for learners.
  • May assist with Employee Engagement Survey and Dashboard training
  • Create interactive content, job aids, and exercises to support training, using Articulate and / or PowerPoint, to create visually appealing instructional design content.
  • Incorporate modern tools and technologies, including AI, to optimize research, content creation, delivery, and learner engagement.
  • Collaborate with subject matter experts to ensure training content is accurate, relevant, and tailored to the audience.
  • Design and facilitate training for team retreats and specialized workshops, ensuring interactive and experiential learning elements are incorporated.
  • Utilize a variety of instructional formats, including eLearning, in-person training, and blended learning approaches, to meet the diverse needs of City employees.
  • Ensure all training materials are aligned with the City’s goals, values, and policies.
  • Measure the effectiveness of training programs through feedback, assessments, and ongoing adjustments.

Competencies, Knowledge, Skills and Abilities

  • Proficiency in Articulate (Storyline or Rise) and PowerPoint for designing and delivering professional development content.
  • Familiarity with modern instructional design models (e.g., ADDIE, SAM) and adult learning theories.
  • Ability to use AI and other emerging technologies to enhance instructional design and meet the demands of a modern workforce.
  • Strong project management skills to handle multiple design projects, meet deadlines, and adapt to changing priorities.
  • Excellent verbal and written communication skills, with the ability to create clear, concise, and engaging training materials.
  • Strong facilitation skills, with the ability to deliver training content effectively to diverse audiences.
  • Creative problem-solving skills and ability to design innovative, engaging learning solutions.
  • Ability to collaborate effectively with internal teams, leadership, and external vendors to deliver quality training programs.
  • Ability to create training for classroom training and learning management system courses.

Typical Examples of Work

  • Developing professional development training courses and programs using Articulate and / or PowerPoint that includes interactive modules, activities, videos, and / or assessments.
  • May be trained to provide training support for employee engagement survey and dashboard training
  • Redesigning an existing in-person training course to enhance it for classroom or online learning.
  • Designing interactive team-building exercises for a retreat, including simulations, role-playing, and collaborative tasks.
  • Facilitating a hands-on training or professional development workshop on conflict management, communication styles, performance management, leadership effectiveness, managing diverse teams and staff, and / or emotional intelligence.

Qualifications

  • Bachelor’s degree in Instructional Design, Education, Human Resources, or a related field is preferred but not required. Equivalent work experience OR related certification will also be considered.
  • Minimum of 3 years of experience in instructional design, curriculum development, or professional development training.
  • Proficiency in Articulate and/or PowerPoint, and other instructional design tools is required.
  • Familiarity with using AI or other advanced technologies for instructional design is a plus.
  • Experience in designing and delivering professional development or corporate training for adult learners.

Preferred

Qualifications

  • Experience working in a government, nonprofit, or public sector environment.
  • Certification in instructional design or adult learning principles.
  • Familiarity with tools
  • Experience designing interactive training for team-building or retreat-based learning
