The Work UnitThe Prevention Services Division works with public and private partners across Colorado to improve the health of all Coloradans. Division professionals develop, review, implement and evaluate public health interventions proven to promote healthy living, prevent chronic disease, protect against injury and ensure access to health care and opportunities for a healthy lifestyle. The Children, Youth and Families (CYF) branch is the organizational entity within the Prevention Services Division that plans, designs, implements, and evaluates public health interventions related to women, children and youth, including children and youth with special health care needs, with a goal of maximizing the health and well-being of Colorado’s maternal and child health population. Special emphasis is placed on evidence-based practices, data based decision-making, training, technical assistance, community partnerships, and integration of various branch program efforts to assure health outcomes are maximized. The branch consists of the following four sections: Family Adversity and Mortality Prevention Section , Children and Youth with Special Health Care Needs Section, Maternal and Child Health Section, and the Workforce Development Section.
This position is part of the Maternal and Child Health Program (MCH) , which exists to optimize the health of women, children, adolescents, children with special health care needs and families. The section works with staff from across the Prevention Services Division including the Children, Youth and Families Branch and uses a strengths-based approach incorporating the BARHII Framework, Life Course Model and the consideration of the social and structural determinants of health. In addition, the Maternal and Child Health Section, provides high quality infrastructure for the maternal and child health program and priorities through:
The Position
Employs public health strategies that support community action, facilitate capacity building, strengthen public health infrastructure, and enhance systems of care. Is the primary liaison to leadership level MCH staff within local public health agency grantees receiving more than $50,000 per year in MCH funding, and serves as a subject matter expert on local MCH public health administration. Serves as the liaison between state MCH priority coordinators and local public health agencies to support local impact on MCH measures. Negotiates contracts on behalf of CDPHE and ensures contract deliverables are met, while providing high-level technical assistance to ensure the successful implementation of the MCH program in Colorado.
Is the work lead for two positions, #00296 and #00252, that support local public health agencies in MCH program administration, and ensure consistency of approach, technical assistance and consultation. Activities include: Title V funding administration; budget management; data surveillance; collection and dissemination; collaborative planning; contract management, contract monitoring and program development. Ensures that the MCH program makes connections across local public health agencies and other entities to create and leverage strategic initiatives and partnerships.
As work lead for two positions that support local public health agencies in MCH program administration, this position is partially accountable for those positions work including timeliness, correctness, and soundness. Assigns tasks, monitors progress and workflow, checks the product, schedules work, and establishes work standards. Provides input into supervisory decisions, including signing leave requests and approving work hours.
Ensures that these two positions provide high-level, expert public health consultation and technical assistance to local public health agencies specific to the MCH public health planning process. This includes community assessment (i.e., the presentation and interpretation of MCH indicator data), issue prioritization, and operational plan and budget development to address MCH needs in the community. Monitors local public health agency program and fiscal performance, reviewing invoice submissions and quarterly reports. Provides technical assistance to contractors for administrative contract requirements, and issues and monitors grantee Performance Improvement Plans when needed. The MCH local liaison also provides public health programmatic consultation in collaboration with state MCH staff including guidance and technical assistance for evidence-based MCH program planning, development, and implementation of MCH priorities, which are selected as part of the MCH needs assessment process every five years.
An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience. Experience Only: Seven (7) years of relevant experience in public health, public policy and/or with programs involved in promoting and implementing public health initiatives.

Education and Experience:
A combination of related education, graduation from an accredited college or university in public health, public policy, and/or relevant experience in public health, public policy and/or with programs involved in promoting and implementing public health initiatives equivalent to Seven (7) years.
Strong interpersonal skills; demonstrated proficiency in working collaboratively with internal teams, technical and community partners, and diverse public stakeholders.
Understanding of racial equity and health equity principles, including understanding of the social determinants of health.
Experience providing technical assistance and/or training.
Experience monitoring contracts, including strong attention to detail.
Strong facilitation skills, including the ability to organize, motivate, and communicate with a large group to meet specified objectives.
Strong skills to build and maintain effective collaborative relationships with diverse partners to set goals, resolve conflicts, and achieve deliverables.
Strong skills and abilities in verbal and written communications; ability to adapt a style to fit diverse audiences of varying technical levels, and at various levels within an organization, in groups and individual settings.

Experience working with Colorado's network of local public health agencies and an understanding of the statewide public health system.
